This idiom comes from the ancient Confucian philosopher Mencius, in the chapter Gongsun Chou I.
Mencius was discussing how a ruler should govern a state. He argued that if a ruler implemented benevolent government – ruling with virtue, fairness, and care for the people – the citizens would flock to support him with joy and gratitude.
He said:
Mencius meant that when conditions are favorable (the people are suffering and eager for change), a wise ruler doesn’t need to exhaust himself with harsh laws or massive military campaigns. Just by doing the right thing at the right time, he can achieve far more than previous rulers who worked twice as hard with inferior methods.
