King Zhuang of Chu ruled for three years without issuing decrees or carrying out political measures. The Right Sima, sitting beside him, spoke in an allegory: “There is a bird perched on a southern mound. For three years it does not spread its wings, fly, or sing, remaining silent. What bird is this?”
The king replied: “It does not spread its wings to grow feathers and wings; it does not fly or sing to observe the customs of the people. Though it does not fly now, once it flies it will soar to heaven; though it does not sing now, once it sings it will astound men. Rest assured, I understand.”
Half a year later, King Zhuang took direct charge of government. He abolished ten bad policies, initiated nine good ones, executed five corrupt ministers, and promoted six reclusive scholars, bringing great order to the state. He raised troops to attack Qi, defeated it at Xuzhou, triumphed over Jin at Heyong, assembled feudal lords at Song, and finally dominated all under heaven.
King Zhuang did not pursue trivial good deeds hastily, hence his great fame; he did not display himself early, hence his great achievements. Hence the saying: “Great vessels are late‑formed; great sounds are rarely heard.”
